보건연구기금조성(保健硏究基金造成)은 어려운 일 중의 하나였다. 미국의 China Medical Board가 그동안 교사 신축 등 많은 도움을 주어왔는데 연구기금을 마련하는 것을 끝으로 사업을 종결지을 생각이었다. 즉, China Medical Board에서 미화 25만 불을 제공하고 이에 해당하는 한화 1억 2천 1백 2십 5만원을 보건대학이 조성해야 하는 것이다. 의과대학에서는 교수와 동창들이 중심이 되고 미국에서 활동하는 졸업생들도 적극 참여하여 이 일을 어렵지 않게 성사시켰다.
그러나 보건대학원의 경우에는 사정이 달랐다. 교수회를 소집하여 설명을 했건만 모금된 액수는 미미했다. 졸업생의 경우도 사정은 마찬가지였다. 나는 시름에 잠겼고 무슨 묘안이 없는가 혼자서 이것저것 생각하고 검토해 보았다. 성사 가능성은 희박했지만 정부에 직접 부딪혀보는 방법밖에 없다는 생각이 들었다. 문교부장관이었던 황산덕(黃山德) 선배에게 가서 설명 드렸지만 실패했다. 보사부장관이었던 신현확(申鉉碻)선배에게 떼거지를 부렸다. 그랬더니 예상 외로 즉효가 있었다(「신현확 총리(申鉉碻 總理)」참조).
이렇게 하여 50만 불에 해당되는 연구기금이 마련된 것이다. 이 기금에서 발생하는 이자를 교수 연구비조로 사용한다는 취지였다. 나는 이 기금을 마련한 후 얼마 안가서 2년간의 임기를 마치고 78년 4월에 보건대학원장직에서 물러났다. 후임에는 허정(許程) 교수가 취임하였다.
보건대학원장을 지냈건 지내지 않았건 보건대학원과 나는 떨어질 수 없는 관계를 맺고 있다고 생각한다. 그런데도 보건대학원을 찾는 기회는 드물다. 특별한 행사가 있을 때에만 찾아가는 정도이다. 그러나 보건대학원을 생각하는 마음에는 변함이 없다.

오늘날에는 우리 국내에도 6개의 보건대학원이 있고 세계의 여러 나라에서 보건대학원의 활약은 높이 평가받고 있다. 아시아 태평양 지역에는 우리나라를 비롯하여 호주, 방글라데시, 인도네시아, 일본, 말레이시아, 네팔, 중국, 필리핀, 싱가폴, 스리랑카, 대만, 태국, 미국, 베트남 등 15개국의 보건대학원이 구성원으로 되어있는 아세아(亞細亞) 태평양(太平洋) 보건학술협의회(保健學術協議會)(The Asia-Pacific Academic Consortium for Public Health, APACPH)라는 학술단체가 있다. 21년간이나 Hawaii 보건대학원장으로 활약했고 현재도 평교수로서 활약을 계속하고 있는 Jerrold M. Michael 박사가 중심이 되어 1984년에 발족한 학술단체인데 매년 회원국을 순회하면서 학술대회를 개최하는 등 보건분야에서 많은 업적을 쌓고 있다.
APACPH에서는 지역보건 발전에 기여한 공이 큰 인사들에게 맥라렌 공적상(功績賞)(The Professor Kazue K. McLaren Leadership Achievement Award)을 수여하는데, 93년 5월 14일에는 내가 수상하였다. 이 분야에서 훌륭한 업적을 남긴 교수를 기념하기 위한 것으로 듣고 있다. 한국인으로서는 내가 처음인 것으로 알고 있다. 상훈기는 다음과 같다.

The 1993 Professor Kazue Kimura McLaren Leadership Achievement Award of the Asia-Pacific Academic Consortium for Public Health is conferred upon Dr. E Hyock Kwon for his decades of service to education and health enhancement and for his dedication to the nation building of the Republic of Korea.
Dr. Kwon, after graduation from the College of Medicine at Seoul National University, served as an instructor in that college until the invasion of Korea in 1950. He served during wartime as the Director of the Civil Affairs Hospital for the U. S. Army 9th Corps and thereafter as a faculty member at Ewha College of Medicine and Seoul National University College of Medicine. At the latter institution, he rose to the rank of Professor and Dean and later Dean of the SNU School of Public Health.
His professional and personal life read like a chronicle of leadership as he successively served, following his deanship, as General Director of the Seoul National University Hospital, President of Seoul National University, Minister of Education, President of the Korea National University, Minister of Education, President of the Korea National University of Education, Minister of Health and Social Affairs, Chairman of the Korea Green Cross Corporation, President of the Korea Federation of Science and Technology Societies, and Minister of Environment. Dr. Kwon, who is one of the most respected and admired health professionals in Asia, currently served as President of the National Academy of Sciences of the Republic of Korea.
Almost from the time of its inception, Dr. Kwon has been a supporter of the Asia-Pacific Academic Consortium for Public Health and its Journal, the Asia-Pacific Journal of Public Health. His personal knowledge of and commitment to academic public health is a testimony to the meaning of the phrase "public health leadership". The Asia-Pacific Academic Consortium is pleased to confer its 1993 Professor Kazue K. McLaren Leadership Achievement Award on Dr. E Hyock Kwon, a distinguished Role Model for Health Enhancement.
